Provincial election supervisor Atty. Veronico Petalcorin denies having
received copies of the certificate of canvass and certificate of votes
in the towns of Loay and Sierra Bullones which was contested by former
Gov. Rene Relampagos where his votes were allegedly shaved.
In the same towns, Rep. Adam Jala’s votes were also padded as shown in
the differing totals in the certificate of votes and certificate of
canvass in said two towns.
In an interview over Inyong Alagad, Petalcorin said as chair of the
provincial board of canvassers, he only got hold of the statement of
votes from the municipal board of canvassers.
Accusations of “dagdag-bawas” by Relampagos can only verified through
election returns in said towns, according to Petalcorin.
The provincial board of canvassers is limited to “ministerial functions”
and could not deliberate on pre proclamation protests, Petalcorin
concluded.
